Is Movie Blast Legal in India? The Court Order Explained

The Court Case: Star India v. Movieblast Application (2024)
Star India Pvt. Ltd., the broadcaster behind Disney+ Hotstar at the time and now part of JioStar, the company that runs JioHotstar, sued Movieblast and linked apps in the Delhi High Court’s Commercial Division. The court described Movieblast as a “rogue” app that makes original content available for streaming and download without authorisation.
What the court ordered
- Interim injunction: the apps were restrained from hosting, streaming, reproducing, distributing or communicating Star India’s copyrighted content to the public.
- Blocking: domain name registrars were told to block the identified domains, and internet service providers (ISPs) were told to block access to the websites and URLs.
- Disclosure: registrars were directed to share the operators’ details, including names, addresses, payment details and IP addresses.
- Government enforcement: the Department of Telecommunications (DoT) and the Ministry of Electronics and IT (MeitY) were directed to have ISPs carry out the blocks.

Since 2023, the Ministry of Information and Broadcasting has also appointed nodal officers who can direct platforms to take down pirated films after a complaint from the copyright owner.
Is It Illegal to Just Watch Movies on Movie Blast?
This is the question most people really have. The honest answer has two parts:
- In principle, yes, it’s infringement. Streaming or downloading an unauthorised copy of a film still involves making and receiving copies without the owner’s permission.
- In practice, enforcement targets operators. Court cases and blocking orders in India go after the people who run, host and promote piracy apps, not individual viewers.

What Is a Dynamic Injunction?
Piracy sites respond to blocking orders by moving to new domains. To keep up, the Delhi High Court began issuing dynamic injunctions (notably in UTV Software Communications v. 1337x.to, 2019). These let rights owners get new mirror sites blocked without filing a new case each time. Later orders extended this further, so blocks can cover sites that appear after the order. Does “We Don’t Host Any Content” Make It Legal?
Many download sites claim Movie Blast is legal because it “only links to content hosted elsewhere”. Courts haven’t accepted that for apps built around unlicensed films.
